Ron Lovato

Chief Executive Officer and Member,
Board of Directors

Ron is the Chief Executive Officer of Tsay Corporation, the “mother” company of all Tsay Federally contracting companies. Ron has been involved with Tsay Corporation since 1998 when he served as a Board of Director.  In 2001 Ron stepped down from the Board and became Chief Executive Officer of Tsay Corporation.  Under Ron’s leadership Tsay restructured its debt and embarked upon a mission to diversify their business holdings. One of the results of diversification is the Tsay Federal Contracting Group of companies and entrance into federal government market space. Ron is a member of the Ohkay Owingeh Tribe and has served as the Tribe’s leader (Governor) in 2011-2012 and again in 2019-2020. Ron is unrelenting in his emphasis on performance and integrity to the customer because the result in the end is TFCG ability to provide much needed financial resources to the Tribe and more importantly the people of the Tribe.

Deborah Carrillo 

Chief Financial Officer and Member,
Board of Directors

Deborah Carrillo is the Chief Financial Officer for Tsay Corporation.  She is a lifelong resident of New Mexico currently residing in Rio Rancho, NM.  Deborah has been involved with Tsay since 2000, where she has overseen the company’s growth from only retail and gaming operations to federal contracting over the years. Deborah has experience in several industries that have contributed to a strong and diverse financial background to include retail, precious metals, construction and flooring.  Deborah negotiates financing for all Tsay operations as well as overseeing the financial aspects of the businesses.  Deborah has a Bachelor of Science degree in business and accounting.

Kathy Oselio

Director of Human Resources

Kathy Oselio leads our Human Resources Organization. In her role, she drives the care and support of the great people that make up Tsay Federal Contracting Group. She operates with a very people-centric mindset and strives to equip employees with the resources, tools, and confidence to perform at their best and meet operational needs. She strives to foster a positive culture and team pride for her workforce in support of the most important asset of the company, our people!  Kathy brings over 20 years of strategic human resources and talent growth experience to Tsay Federal Contracting Group. She has extensive experience in deploying human resources strategy in rapid-growth situations and 8(a) environments.

Rose Marie Law

Deputy Director of Human Resources

Rose Marie Law is Tsay Corporation Deputy Director of Human Resources. In her role Rose Marie is directly responsible for supporting the Director of Human Resources and oversee the human resources, payroll, and training at the various sites.  Rose Marie has over 20 years’ experience in HR along with a Certification in Human Resources Management from the University of Phoenix.

Cory Schulz

Director of Operations

Cory Schulz serves as the Director of Operations for Tsay Federal Contracting Group. He is a retired United States Army Colonel, serving 27 years in the Infantry.  Cory’s education includes a Master of Strategic Studies from the United States Army War College, a Master of Business Administration from the University of Tennessee, and National Security and Strategy fellowships at Harvard and Syracuse.

Vann Mathis

Deputy Director of Operations

Vann is currently Tsay Federal Contracting Group’s Deputy Director of Operations and Facility Security Officer.  In this role, Vann is directly responsible for supporting the Director of Operations and assisting in departmental planning and monitoring the progress of assigned and ongoing projects/tasks.  Vann served on active duty for 20 years with the United States Air Force in a variety of domestic and overseas operational, personnel, and command assignments, retiring in 2008 in the grade of lieutenant colonel.  He began working as a defense contractor for the Department of Defense in 2008 at contract operations in Curacao, Netherlands Antilles; Maxwell Air Force Base, Alabama; Camp Arifjan, Kuwait; Moron Air Base, Spain; and Incirlik Air Base, Turkey.  After serving four years as Vice President of Operations with Marbury Creative Group in Duluth, Georgia in 2017, he transitioned back into defense contracting as project manager for the Fort Gordon Base Operations Support Services contract, Augusta, Georgia, in 2021 before assuming his current duties as Deputy Director of Operations.  Vann has a bachelor’s degree in political science from the University of Georgia and a master’s in public administration from Valdosta State University. 

Jason Hoover

Director of Quality Control and Safety

Jason serves as the Director of Quality Control and Safety for Tsay Federal Contracting Group.  He is a retired United States Air Force Chief Master Sergeant, serving 20 years as a Tactical Air Control Party working jointly with the Army as a Joint Terminal Attack Controller in a variety of roles and locations.  Since joining the public sector, he has held multiple roles in business development and project management in consulting and the defense industry.  Jason’s education includes a Master of Business Administration from the University of Tennessee and a bachelor’s in management from American Military University. 

Neely Kelley

Business Development Manager

Neely Kelley joined Tsay Corporation in 2016 as the Business Development Manager.  Neely has over 25 years’ experience in federal contracting and small business development and close to a decade of service with Tsay Corporation.  After completing her degree in design at NOVA, she continued in her work in construction management and owners’ representation for multiple large, highly visible federal contracts in Washington, DC such as the Pentagon renovation, several Smithsonian renovations, and Judiciary Square. As an ancillary duty, Neely was assigned to handle the small business subcontracting plans and compliance on these projects, and this is where Neely’s passion to help small business blossomed.  Since then, Neely has worked in small business development continually helping to develop specific plans and new business lines that are complementary to the small business while creating a diverse field to compete in. Neely is responsible for all things in small business certifications, SBA compliance, teaming relationships, joint ventures, capture, proposal management and development through award.

Karla Meyer

Controller

Karla Meyer, a native of Missouri, serves as Controller for all Tsay Federal Contracting Group companies and is a seasoned financial professional with a diverse background. Throughout her career, she has had the opportunity to work with several notable companies in different states. Starting her journey in Missouri, Karla gained valuable experience at the Missouri State Auditor’s Office. She then transitioned to Virginia, Texas, Tennessee, and South Carolina, where she made significant contributions to General Dynamics and Serco, and has been living in New Mexico since 2013.

Danny Clements

Director of Construction Operations

Danny Clements is the Director of Construction Operations for Tsay Corporation. Currently Danny is leading our newest Joint Venture Pueblo Alliance, LLC. Pueblo Alliance is focused on ID/IQ work for TRIAD the M&O Contractor to NNSA operating Los Alamos National Laboratory, a Nuclear Weapons Facility. Danny grew up in the Construction Industry working for his families’ companies in Illinois and Wisconsin. Danny now resides in New Mexico and is involved in most Construction projects Tsay and or its subsidiaries takes on.
